CNCEC Holds 2026 Leadership Seminar

From July 31 to August 1, China National Chemical Engineering Corporation (CNCEC) held its 2026 Leadership Seminar in Beijing.

The primary objectives of the meeting were to thoroughly study and implement General Secretary XIN JINPING's important discourses on state-owned assets and state-owned enterprises, diligently fulfill the work arrangements of the Central Enterprise Leaders Seminar, systematically review work progress in the first half of the year, and plan key tasks for the second half, so as to ensure the full achievement of annual targets and a solid start to the "15th Five-Year Plan" period.

Mr. Mo Dingge, Secretary of the Party Committee and Chairman of CNCEC, delivered a keynote speech titled "Deepening Reform for Empowerment, Strengthening Practical Responsibility, and Ensuring a High-Quality Start to the '15th Five-Year Plan'." The meeting was chaired by Mr. Deng Zhaojing, Deputy Secretary of the Party Committee and General Manager. Members of the Group's leadership team — Mr. Hu Fushen, Mr. Liu Dongjin, Mr. Yin Yi, Mr. Zhao Tao, Mr. Zhao Liang, and Mr. Liang Junxiang — along with external board directors, attended the meeting.

Mr. Mo Dingge pointed out that since the 18th National Congress of the CPC, General Secretary XIN JINPING has delivered a series of important discourses on state-owned assets and SOEs. In particular, since the 20th National Congress, he has made successive important instructions and directives, providing fundamental guidance for our current and future work. At present, as the "15th Five-Year Plan" begins and a new round of reform is launched, the Group's foremost political task is to persistently study and comprehend General Secretary XIN JINPING's important discourses and earnestly translate their inherent truth and power into practical strength that guides our work.

Mr. Mo Dingge emphasized that this year marks the 10th anniversary of the National SOE Party Building Conference, as well as the 10th anniversary of General Secretary XIN JINPING's inspection of the Ningdong Energy Base constructed by the Group, where he issued the great call: "Socialism is achieved through hard work." The Group has conscientiously carried out educational activities on establishing and practicing correct views on political performance, fully implemented SASAC's work requirements, and extensively conducted the "Four New" all-staff discussion activities, achieving positive progress across all aspects of work. In the 2025 annual assessment series for central enterprises, the Group was rated "A" in both operational performance and special reform assessments, and delivered an on-site exchange speech at the Central Enterprise Leaders Seminar. In the first half of this year, operating indicators reached new highs, development quality continued to improve, and a strong atmosphere of striving for excellence prevailed, marking solid steps toward building a world-class innovative engineering company.

In his reform mobilization and concluding remarks, Mr. Mo Dingge emphasized the importance of deeply understanding the significance of further deepening reform, firmly grasping the key tasks of advancing reform, and focusing on six areas: the deep integration of scientific and technological innovation with industrial innovation; optimization of layout and structural adjustment; precise implementation of classified assessment and evaluation mechanisms for enterprises; improvement of the modern enterprise system with Chinese characteristics; enhancement of the state-owned assets regulatory system and mechanisms; and comprehensive strengthening of Party building. He stressed the need to vigorously promote the implementation of further deepening reforms, better coordinate the relationships between the Group and its subsidiaries, among subsidiaries, and between enterprises and employees. He also emphasized adhering to a goal-oriented, problem-oriented, and result-oriented approach to drive high-quality development to new heights through further deepening reforms.
