公司召开工程分包管理领导小组会议

2月8日上午,公司工程分包管理领导小组会议在总部二楼接待室召开。公司领导李石聚、刘广太、陈德明、周宗华以及工程分包领导小组全体成员参加了会议,陈德明副总经理主持了会议。
会议对2011年公司工程分包管理情况进行了认真的梳理,并对《工程分包管理制度》中的主要内容和修改补充意见进行了商讨;对分包单位的注册、业绩评价、工程分包招标、分包合同评审、分包工程主材的采购、分包付款程序、过程管理控制、风险防范等管理环节在制度和流程建设提出了改进措施。
总经理李石聚指出,工程分包管理制度关键在于项目上的执行,公司各部门要转变观念,主动和项目对接,履行管理职能和服务职能,服务于一线、服务于施工。
公司党委副书记、纪委书记、监事会主席、工会主席刘广太在讲话中指出,本次会议务实但关键还在于落实,工程分包申请审批、分专业招标形式、分包工程款审批等流程要认真完善。项目上的执行和配合工作很重要,对于违反公司分包工程管理规定、经业绩评价不合格的协作单位要坚决予以清退。
陈德明副总经理在总结讲话中指出,本次会议统一了思想,各部门要在职责范围内认真负责、齐抓共管。分包管理工作要以点带面推动全局。
